Chief of Acquisition CLOSING DATE: July 22, 2019 SALARY RANGE: $85,000.00 - $95,000.00 ANNOUNCEMENT NUMBER: 21-19 LOCATION: Trenton, New Jersey State Agriculture Development Committee POSITION DESCRIPTION The SADC is seeking a Chief of Acquisition to direct and supervise all aspects of land and easement acquisition for the New Jersey Farmland Preservation Program (FPP) and ensure all SADC farmland preservation programs are effective in meeting the farmland protection needs of the state. Successful candidates will supervise and support multiple field and office staff managing approximately 200 active acquisition applications under review at a time; lead innovative projects; introduce the use of nontraditional funding partners; plan and prioritize in order to meet goals and objectives; coordinate with private and government agencies and provide exemplary customer service through increased communication with farmland owners and preservation partners. The Chief of Acquisition assumes the lead role in developing acquisition program policy and programmatic improvements, including expanding initiatives to enhance cost share partnerships utilizing new and emerging funding sources, and exploring and implementing new preservation strategies; does related work as required. REQUIREMENTS EDUCATION: Graduation from an accredited college or university with a bachelor’s degree in natural science (including but not limited to agricultural science, soil science, earth science, biology, etc.); natural resource management, environmental science, environmental planning/design, forestry or land use planning; or related field. OR Graduation from an accredited college or university with a bachelor’s degree including or supplemented by eighteen (18) semester hour credits in one or any combination of the following: agricultural science, natural resource management, environmental science, environmental planning, or land use planning (including but not limited to agricultural science, soil science, earth science, biology, etc.) or related field. NOTE: All college degrees (both U.S. and non-U.S.) and/or transcripts from a college or university must already be evaluated for accreditation by the closing date of posting. Transcripts (if required) must be submitted with resume. Failure to comply with these requirements may result in ineligibility. EXPERIENCE: A minimum of five (5) years of direct experience in land/resource preservation through acquisition of fee simple title or conservation easements on farmland, forests and/or open space for a public or private entity located in the State of New Jersey, including at least two (2) years of experience directly supervising staff. OR A minimum of eight (8) years of direct experience in land/resource preservation through acquisition of fee simple title or conservation easements on farmland, forests and/or open space for a public or private entity not located in the State of New Jersey, including at least two (2) years of experience directly supervising staff. OR A minimum of three (3) years of experience directly managing real estate transactions and three (3) years managing and/or conserving land and/or forests and/or implementing farm conservation practices on farmland; at least two (2) years of experience directly supervising staff is also required. NOTE: Candidates with a minimum of eight (8) years of combined program experience in the categories listed above and/or in a related field will be considered. NOTE: A Master’s degree in Agriculture, Land Use Planning, Environmental Science, Resource Management/Conservation, or graduation from an accredited Law School with a Juris Doctor (J.D.) or a Bachelor of Laws (L.L.B.) degree or related field may be substituted for two (2) years of program experience. LICENSE: Appointee will be required to possess a driver\'s license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position. RESIDENCY LAW: Pursuant to N.J.S.A. 52:14-7 (L. 2011, Chapter 70), also known as the “New Jersey First Act,” which became effective September 1, 2011, all persons newly hired by the Executive Branch on or after that date shall have one year from the date of employment to establish, and then maintain principal residence in the State of New Jersey. New Jersey State employees hired prior to September 1, 2011 who transfer from within the Executive Branch or from another State of New Jersey appointing authority without a break in service greater than seven days but who reside outside the State of New Jersey are not required to change their principal residence to New Jersey in order to comply with the act. ** AUTHORIZATION TO WORK: Selected candidate must be authorized to work in the United States according to the Department of Homeland Security, United States Citizenship and Immigration Services regulations.
